Question for Farmers Service Corporation

Hi i'm Anand , a Mauritian, residing at Medine Bambous .I WANT TO DO COW FARMING , STARTING WITH 30 ANIMALS . I HAVE A CAPITAL OF 300,000 Mauritian rupees .
But i have no land to start my business . is the government land to develop such program ?
Please reply me with further possibilities of how to build my project .
