Question for Ministry of Public Infrastructure, Land Transport & Shipping

I am Mrs BHEEKUN-SHAM. My neighbour Mr Paul has kept building materials blocks and rocksand on the road Avenue Cardinal 2 Morcellement Raffray Pailles. I wrote to the municipality of plouis. A notice was sent to him. Now the blocks are still lying there. Does the municipal council has the power to remove the blocks or should the court decide what to do? The problem is that the court might take a long time and at the meantime the threat will continue.
